Battle of Mediocrity Vs Merit

Today's editorial in TOI has given some points to ponder.
"Indian culture inculcates hunger, high achievement drive, intellectual flexibility, comfort with diversity, all that is essential for fast changing world.....
But these values don't get valued in home.
If meritocracy ruled instead of mediocrity, India could have home grown Google instead of giving a Google CEO."
Yes we still try to promote the mediocre justifying it as equality in the name of cheap politics! Sometimes I feel our Government machinery functions  only for the minority (and that too defined by community or caste, instead of access to resources!)
Another point to be noted here is that all those Top Indians who reached top positions in MNC s were educated mostly outside the country -mostly in top Universities of the world. Why doesn't our universities produce such quality? Or is it because, our educational institutions do not get the visibility ?
When our country produces seeds, other countries reap the fruits. Why can't the fruits be eaten by people of our land ? Why can't the Sundars and Satyas be available for serving the nation?
Yes, why can't we have a home grown Google or Microsoft?
